I think it depends on his definition of pump gas, around here you can get 110 leaded out of a pump. ;) But if you are brave enough to check out supraforums, you will see that a couple guys with similarly sized turbos (76mm vs his 71mm for example), have dynoed in the 650-700 rwhp range with 93-94 octane pump gas. It’s not typical, (and not too bright in my opinion), but certainly not impossible with the right tuning. Here is one of the higher dyno charts for a SP76 on a built 2JZ running 93 octane: 
Now of course this goes back to your first complaint, the ol 2JZ has a displacement advantage on the RB26. The higher rev limit of the RB should help this out a bit if he has the right cams/headwork since it is only a .4L difference. Also, here is an example from a smaller displacement engine making good numbers on pump. From the AEM forum, here is a built 4g63 (2 liter of course) making 503 AWHP on 93 octane pump:
